This is the Municipal Code of the City of Kekistan — the body of law that governs daily life in the Republic. It is enforced fairly, firmly, and with a sense of humor by the Department of Public Safety & Emergency Management and adjudicated by the City Clerk.

In force throughout the territory of the Republic.
Title I — Public Order
It is unlawful to post Ls in the public channel during a declared Morale Advisory. It is further unlawful to loiter near a self-sustaining pond without intent to fish. Both offenses carry a penalty of mandatory touch-grass therapy.
Title II — Memes & Licensing
The distribution of original memes requires a valid Meme Posting Permit. Unlicensed meme distribution shall be prosecuted to the full extent of the Code. Commercial use of the Pepe likeness requires separate authorization from the Ministry of Flags & Heraldry.
Title III — Cringe Offenses
Posting a minion image during an active Level 3 Cringe Event carries a mandatory minimum sentence. Repeat cringe offenders shall be referred to the Department of Public Morale for rehabilitation.
Title IV — Civic Duties
- Every citizen shall display the city flag right-side up. Upside-down display constitutes Flag Disrespect.
- Every household shall keep its pond self-sustaining and free of unauthorized ducks.
- Every citizen shall touch grass not less than once per fortnight.
Title V — Penalties
Penalties under this Code may include: a stern but fair caution; mandatory civic re-education; a fixed term of touch-grass therapy; or, in the gravest cases, temporary suspension of posting privileges. All sentences are served at the city Correctional Facility and recorded in the public Jail Records.
Ignorance of the Law is no excuse — but it is, frequently, very funny.
